In this sector, there are key government agencies and ministries that real estate players and other related stakeholders who want to perfect their building or land project can’t do without, some of these agencies/ministries are headed by Permanent Secretaries, General Managers and Commissioners.

TPL KEHINDE OSINAIKE
Tpl Kehinde Osinainke heads one of the most sensitive and important agencies that bring sanity to the real estate sector in Lagos. He is the current General Manager of the Lagos State Physical Planning Permit Authority, LASPPPA.
He is one of the most diligent civil servants who is highly discipline when it comes to compliance. Since the beginning of his reign as GM, LASPPA, he ensures that every building in Lagos gets approval from his office before the commencement of work.
Tpl Osinaike holds a Master’s degree of Science in Public Administration (Human Resources Management) from the Lagos State University in 2006; PGPD, HND and OND in Town and Regional Planning, all from Yaba College of Technology.
Given his genuine interest and professionalism in the urban sector, OSINAIKE is a certified member of different professional bodies, some of which include: member of the Nigerian Institute of Town Planners NITP, 2000 (M 1498) and also a member of Town Planners Registration Council TOPREC, 2003 (M 1282).
For the over two decades, he has been working with the Lagos State Government, to develop the urban sector, he has acquired extensive knowledge in diverse spheres of urban planning and regional development including; development control and administration; strategic planning and development; urban regeneration and redevelopment, as well as housing development.
Having joined the service of the state government since 1995, the new General Manager of LASPPPA has been privileged to have worked on different projects and also served in some Ministries, Departments and Agencies.
ARC. GBOLAHAN OKI
Arc. Gbolahan Owodunni Oki, is the General Manager, Lagos State Building Control Agency (LASBCA). He too is one man everybody in the built sector is afraid of. He doesn’t hesitate to demolish your building if you contravene. His agency ensures that due process is followed, during and after construction.
He is an adept Architect, with over 30 years’ experience in design details, planning and project coordination.
Arc. Oki was the Chief Resilience Officer of Lagos State before his appointment as the General Manager of LASBCA. He joined the civil service in the year 2000, he was deployed to various ministries where he served with notable impact and rose through the ranks.
He managed several laudable projects within the state, which include Isale-Gangan multi-storey residential development, Platinum Gold Housing Estate Mega-Structure Project, Igbokusu, Lagos and others.
He is a member of Nigerian Institute of Architects (NIA) and Architect Registration Council of Nigeria (ARCON). He is happily married and blessed with two wonderful kids.
KAMAR OWODIRAN
Mr Kamar Owodiran, sits on a sensitive and very important post. He is the Permanent Secreatary, Lands Bureau, Lagos State. Mr Kamar is less than a year in office but he has been able to launch an electronic Geographic Information System (e-GIS) that provides digitised access to all data about the State Land before a purchase is facilitated. You can apply for a C of O digitally now under his reign.
Let’s tell you more about this man. He was at a time the Director (Planning) in the Governor’s Office and Director (Home Affairs) in the Ministry of Home Affairs, a position he held until his appointment as a Permanent Secretary in Lagos State Civil Service in February, 2021. He was then deployed to the State Ministry of Transportation where he was until September 2022. He was also a Permanent Secretary in the Ministry of Housing between October 2022 and September 2023. Presently, he is the Permanent Secretary of Lands Bureau, Governor’s Office, Lagos State.
Mr Kamar is one of the few civil servants every major stakeholders wants to relate with.
OLAKUNLE JOHN ABOYEJI
If you need a big expanse of land with a good title, this is the man to make friend with.
He is the General Manager of the New Towns Development Authority (NTDA) in Lagos State.
If any developer wants a big land for Joint Venture with the government, he is the best person to talk with. That is why he remains a good friend of many real estate developers in Lagos.
In this era of fake titles here and there, many Lagos developers and other related stakeholders are on a daily basis going to him for JV with the government etc.
Tpl. Aboyeji, was Head, Town Planning Services Department in the Authority; he joined the Lagos State Civil Service in the year 2000 in the then Ministry of Physical Planning and was later deployed to the Lagos State Urban & Regional Planning Board.
He has also served in various capacities since his deployment, in Y2002, to the Lagos State New Towns Development Authority.
Aboyeji, a Registered Town Planner (RTP), bagged his BSc. (Hons) in Urban & Regional Planning from the Ahmadu Bello University, Zaria, in 1993, and a Masters (MURP) from the University of Ibadan in 1998. He is a member of the Nigeria Institute of Town Planners (MNITP).
- OLUYINKA OLUMIDE
He is the Commissioner for Physical Plannimg & Urban Development, Lagos State.
The objective of this office is, Approval of Building Plans. Undertaking Comprehensive Land use, Re-planning, Improvement (i.e. Reclamation and Re-planning Housing Development and General Development of Lagos State Schemes.
So if you are planning to build in Lagos, you must ensure you see this ministry for approval.
ENGR (MRS.) OLAYINKA ABDUL
She was appointed a few weeks back. Engineer (Mrs.) Olayinka Abdul, asummed office as the first female General Manager of the Lagos State Materials Testing Laboratory Agency (LSMTL).
She is a professional with a robust background in Engineering and Management. She is a Chartered and registered Engineer with the Nigeria Society of Engineers (NSE) and the Council for the Regulation of Engineering in Nigeria (COREN).
The core objectives of this agency is to ensure materials used for building are certified. Then every building or structure before the construction must done soil test.
This woman has done so much for herself. In year 2000, she worked briefly at Lans Consult, Lagos, before joining the Lagos State Development and Property Corporation (LSDPC), as a Senior Engineer.
Her dedication and expertise saw her rise through the ranks, eventually becoming the Head of Civil/Structures Department at LSDPC.
In June 2019, she was redeployed to the Lagos State Public Works Corporation as Director of Civil Engineering, a position she held until her current appointment as the General Manager of LSMTL.
TOKUNBO WAHAB
Mr Tokunbo Wahab is the current Commissioner, Environment and Water Resources. He has been doing enormous work in making sure that Lagos is free from flooding, as a result several structures have been pulled down to create way for flood and free flow of water in general. If you are a real estate player or stakeholder in the built sector, you would want to be friend with this no nonsense man.
SURV. AYOKUNNU ADESINA
Another name we can not but mention is Surv. Ayokunnu Adesina who was appointed few months ago, as the Permanent Secretary.
Surv. Ayokunnu Adesina, served as the Surveyor-General (OSSG) of Lagos State from Monday, 16th August, 2023, until his appointment as the Permanent Secretary was conveyed in a letter dated 22nd February, 2024.
There is nothing you can do successfully in the real estate sector without passing through, the office of this man in Lagos State.
His office Initiates, formulates, executes, monitors and evaluates policies relating to Land Survey Matters.
They are also into Planning and Mapping from aerial photographs and any other remote sensing technology.
