In the last 7 years, Senator Abiola Ajimobi has done a lot to reposition Oyo State. In fulfillment of Governor Abiola Ajimobi’s tripod Agenda of Restoration, Transformation and Repositioning, the 7 year old administration has undoubtedly attained repositioning status in governance key deliverables and major sectors of the state economy. Below are the highlights and key performance indicators of the Koseleri Government.
ON PEACE & SECURITY
Peace has been the pivot of the process of building a modern Oyo State. Peace, Safety and Security of lives and property have been the foundation of the new developments in Oyo State. Compared to the previous years of chaos, anarchy and brigandage, the last seven years have witnessed unprecedented Peace and Security providing an enabling environment for the development of the state through a well-funded and equipped Operation Burst, Oyo State Security Trust Fund, Oyo State Inter Religious/Ethnic Committee and Technology driven Safe City Project.
ON INFRASTRUCTURAL DEVELOPMENT AND ENVIRONMENT
Design and Construction of a network of new quality Roads, fly-over and bridges, Rehabilitation and Reconstruction of existing roads, dualisation of entry roads into major towns in the state.
On-going construction of 110km Ibadan Circular Road.
Construction of 49.02km roads and rehabilitation of 684.12km roads by Oyo State Public Works.
Activation of Ibadan City Master Plan, Ibadan Drainage Master, Ibadan Solid Waste Management Plan and Ibadan Urban Flood Management programme in conjunction with World Bank.
Restructuring of the solid waste management system for a cleaner and healthier environment.
Ibadan Beautification Project through the creation of green areas, parks and gardens for a more aesthetically pleasing environment.
ON TRANSPORTATION
From a state with no mass transit system, indiscriminate locations of Motor parks and garages and a generally disorganized transportation system, we have repositioned the Oyo State Transport System with 90 units of 63-seater buses at subsidized rates and the provision of another 100 units of 18-seater buses facilitated by Industrial Development Bank.

ON WATER
Given the early 2011 low 10-12% water production at Asejire, poor water supply across the state, non-functioning of water works, we have rehabilitated the existing water supply schemes at Eleyele and Asejire resulting in 72% water production in Ibadan and improved water supply generally across the state.
In addition, we have achieved the completion of Iganna, Ayete, Ogbomoso, Asejire Water works and Eleyele mini Water Works as well as the Rehabilitation of Eleyele Dam.
Six booster stations to boost urban water supply have also been newly constructed.
Water Corporation of Oyo State is currently undergoing restructuring.
ONLANDS, HOUSING & SURVEY
From Manual operations, land grabbing, speculations and allocations based methods, we have repositioned the state’s Land, Housing and Survey operations through automation, resulting in :
60 days processing of Electronic C of O,*Home Owners Charter, *Geographic Information System (Data Capturing), * Land and House Enumeration in conjunction with Nigeria Institution of Estate Surveyors and Valuers (NIESV), *Enactment of the Land Grabbing Law, *Development of Housing Estates e.g UPDC Olive Court at Agodi GRA, Aso Savings at Lagos Ibadan Expressway, HCP housing estate at Agodi GRA and NIHORT, Alafaara *Establishment of Olunloyo GRA in Adeoyo, Ajumose GRAs at Elenusonso, Old Ife Road, Ring Road and Saki
ON HEALTH CARE AND MEDICAL SERVICES
We have repositioned the Health Sector with a holistic approach to Health Care and Medical services Provision with the following achievements.
*First state in Nigeria to introduce the State Health Insurance Scheme *Free Medical Treatment and Services to over 1.5m people across the state * Distribution of $2m worth of medical equipment across the hospitals in the state *Upgrade of LAUTECH teaching hospital *Upgrade of schools to colleges of Nursing and Midwifery * Upgrade of school of hygiene to College of Health Technology * Introduction of N50bn endowment fund
ON TRADE AND INVESTMENT
From a poor investment climate, business unfriendliness and poor ease of doing business occasioned by insecurity and none existing industrial policy, our repositioning efforts have resulted in: *The Introduction the first State Industrial Policy in collaboration with UNIDO *4-Star rating as a well-qualified state to facilitate foreign and domestic investors by the Nigeria Investment Promotion Council (NIPC 2018) *Commendation as one of the only five states to attract investment in the last quarter of 2017 *Rating as the fourth investment friendly state in Nigeria (NBS 2016) *Establishment of 36 new companies with 3,884 employees (MAN 2016) *Attracting FDI worth N22.8bn (NBS 2016) *Establishment of Polaris Free Trade Zone and Industrial Park on Lagos Ibadan Express way *Upgrade of Oyo State College of Cooperative and Entrepreneurship Studies to an OND & HND Certificate Awarding Institution *Conduct of Biometric Data Capturing for Informal Sector Operators *Construction of phase II of Bola Ige International Business Complex (BIIBCO), Gbagi through PPP to decongest phase I of the market *Revitalization of National power grid at Ultra-Modern Business Complex (UMBC), Ogbomoso and provision of Solar Energy for lightning up of Bola Ige International Business Complex (BIIBCO), Gbagi and UMBC through collaboration with Rural Electrification Agency of the Federal Ministry of Power, Works and Housing.
ON EDUCATION
The builder of modern Oyo State has repositioned the education sector in the key areas of management, infrastructure, improved students’ performance, capacity building for teachers and increased budgetary allocation. Highlights as follow:
Introduction of Schools Governing Boards (SGB) management system in 628 secondary schools which has injected over N2bn into infrastructure development in schools, The Oyo State SGB has been adopted for understudy by other South West States in Nigeria.
*Commencement of Academic activities at the first Technical University in Nigeria, the Technical University, Ibadan * Re – introduction of Oyo State Model Education Intervention (OYOMESI) as a structured Character Education Curriculum in Secondary Schools including the launch of the Digital Literacy Drive and Science Technology Engineering and Mathematics (STEM) education workshop in the state plus professional development and incentive programme for teachers *Introduction of Education Trust Fund *Best Result in WAEC in the last 18 years with 54.4% pass rate * Best Male and Female candidates in WAEC in 2017 *On-going Rehabilitation of 100 public secondary schools * Construction of 3 Model Schools * Rehabilitation of public primary schools to the tune of N3.9bn * Construction of 10 blocks of 3 classrooms, 59 blocks of 4 classrooms, 20 blocks of 6 classrooms, 5 pre-primary school centres as well as renovation of 118 classrooms and 88 toilets under the Ajumose Model PSrogramme executed by SUBEB.
ON AGRICULTURE
The Agricultural sector has been revolutionized to position Oyo State as the food basket of the country with: *Establishment of Oyo State Agricultural Initiative, AgricOyo *Purchase of 388 units of tractors and implements for mechanized farming as 6,282ha of arable land was operated resulting in 40% increase in land cultivation by farmers *Establishment of Oyo State Pace Setter integrated organic Farm, Songhai Model *Provision of 250,000 hectares of farm land to Agric investors in the state new agricultural land policy *Ongoing construction *N9 investment in rice production by Dangote group of companies * Construction of 10,000mt mega silo in Oyo *Establishment of 2 fertilizer blending plants in Oke Ogun and Ibarapa *Construction and rehabilitation of 8,032.92km access roads across 28 Agrarian LGAs with 5,023,060 beneficiaries in the Rural Access and Mobility Project (RAMP) across the state.
*Ongoing construction of 500km of rural roads to promote Agric economy *Disbursement of N1.0bn soft loans and grant to farmers and N250m for Anchor borrower’s programme.
ON SOLID MINERALS
Establishment of Mineral Development Agency and incorporation of Pacesetter Mineral Development Company

ON YOUTH AND SPORTS
*2000 beneficiaries of entrepreneurial training and skills were equipped *Permanent site of NYSC at Agbakuta, Iseyin inaugurated *20,000 youths empowered through YESSO *5000 trained through the Oyo Ajumose Business Leadership programme OYO ABLE *N200m was released for youth empowerment through the Bank of Industry *300 artisans and tradesmen supported through the Oyo Nise Oyo Leko initiative *Restructuring, reorganization and inauguration of all sporting associations to enable them achieve the desired result and support the ‘Catch them Young’ initiative of the government which has led to the increase in under age sporting activities *The Winners of u12/14 CBN cups both in the boys and girls category.
ON WOMEN AFFAIRS, COMMUNITY DEVELOPMENT, SOCIAL WELFARE AND POVERTY ALLEVIATION
*Empowerment of 129,961 women including widows, aged and indigent women across the 33 LGAs in the state under the Women Empowerment Programme *Passage a law to prohibit violence against women *Poverty alleviation for 1,555 people through the provision of Keke Ajumose tricycles *198 unemployed young person trained and empowered with relevant equipment and start-up grants in photography and video production, barbing, hand-made jewelry, computer centre operations and bakery/confectionery *355 self-help projects across the 33 LGAs to encourage grassroots participation and community development projects * 19 rural communities provided with palm oil and garri processing machines in the sum of N15.5m *Renovation of Child Care Unit, Ijokodo with modern child-friendly facilities through support from Access and Skye Banks in collaboration with the office of Her Excellency, the wife of the governor *Rehabilitation of Centre for People with Disabilities and equipped with equipment for ICT Training and shoe making with support from British American Tobacco (BAT) *10,514 children including orphans, vulnerable, trafficked children have been cared for and provided with educational and nutritional support. Out of this figure, 6,000 benefitted from the Educate a Rural Child programme, an initiative of Oyo State First Lady *In the family welfare services, 815 distress families were reconciled, 512 children in the custody of mothers were maintained by their fathers and 519 children/juvenile were psychologically reformed, counseled and reintegrated into their families *714 cases of juvenile in conflict with the law were handled *36 indigents parents of multiple births were empowered for self-reliance and medical treatment *201 children were placed with substitute parents through the local adoption while 12 benefitted from international adoption * 815 people with disability were trained in different vocations and empowered with relevant equipment and start-up capital for self-reliance *361 destitute were evacuated, treated and re-integrated with their families within and outside Oyo State *6 brand new Hiace buses provided for the 6 Market Associations and N28million presented as support for Boko Haram victims (14 families at N2m each) * 908 people benefitted from financial assistance of over N55m
ON GOVERNANCE AND SERVICE MATTERS
*Restructuring of the civil service for better efficiency through BVN and Biometrics verification in addition to personnel quantity and quality audit *Establishment of the Customary Court of Appeal to fast-track administration of justice and court decongestion *Establishment of the Oyo State Multi-Door Court house
• Expansion of the Oyo State Citizens’ Mediation Centre services to other zones in the state and construction of new centres in Oyo and Ogbomoso • Introduction of e-governance with phase one activated with payroll system automation.
• BIR Autonomy and expansion tax net with about 500,000 newly registered tax payers • Provision of ten (10) 63-seater free transportation for workers and students to and fro • Implementation and payment of 142% arrears of pensions totaling over N 2Billion, promotions of workers with backlog 2008 to 2011 with over 30,000 beneficiaries • Increase in car loan from N 200, 000 to N 500, 000 • Increase in Housing loan from N1M to N2M, with N 540, 749, 997. 78 disbursed to about 850 beneficiaries • Introduction of Treasury single account since 2011 • Increased Monthly IGR by 250% from N800M to N2Billion • Creation of Local Council Development Areas (LCDAs).
ON MEDIA, ENTERTAINMENT, TOURISM & HOSPITALITY
•Renaissance of Night economy • Increase in Tourism and hospitality sector players by 147% since 2011, e.g. hotels, event centers, nightclubs, restaurants, bars, lounges and cinemas • Rehabilitation of Agodi Park and Gardens • Increase in Radio Stations from 6 in 2011 to 29 currently and
