In a bid to sanitize the real estate sector and also make the business more seamless, the Lagos State government has now launched 10minutes building permit. The Lagos State Government is poised to revolutionise the Planning Approval process with the introduction of an Electronic Physical Planning Permit Process System. This revolution is a game changer in real estate business. Major stakeholders in the state have applauded the state government for this initiative as it’s one of the bottlenecks in the industry.
The Special Adviser, e-GIS and Urban. Development, Dr. Olajide Babatunde, made the disclosure on Wednesday during the Y2024 Ministerial Press briefing held at the Bagauda Kaltho Press Centre, Secretariat, Alausa-Ikeja, organised to mark the first year of the second term in office of Governor Babajide Sanwo-Olu’s administration at Alausa, Ikeja.
The Special Adviser, who presented the report on the achievements of e-GIS and the Office of Urban Development, reiterated that the innovative system would enable building approval to be obtained in just 10 minutes, ensuring a seamless and efficient process for stakeholders.
While recalling that the e-GIS project began in 2016 and gained momentum in 2021, when Governor Sanwo-Olu outlined a strategic plan for its implementation, Dr. Babatunde averred that the e-GIS Office (LAGIS) has been entrusted with overseeing the project, which aims to create a comprehensive digital platform for land administration and geographic information services. He stated that a significant milestone was achieved on December 4, 2023, when the Bill for the establishment of the Lagos Geographic Information Service (LAGIS) was presented to the Lagos State House of Assembly.
In his words, “The e-GIS Office (LAGIS) fully takes over the responsibility of supervising and project managing the Lagos enterprise GIS upgrade and integrated land administration automated system. Thereafter, ensure the institutionalisation of enterprise geographic information service statewide, up to the creation of an agency called the Lagos Geographic Information Service (LAGIS), particularly the processes leading up to the passage of its bill by the Lagos State House of Assembly.
“To ensure a smooth implementation process, stakeholders and the public will be engaged through a series of retreats and sensitisation programmes. This will foster a better understanding of the importance of the bill and the benefits of the Electronic Physical Planning Process System. With this innovative system, Lagos State is poised to become a leader in digital governance and efficient urban planning”, he reiterated.
RISKS OF BUILDING WITHOUT A PERMIT

The Lagos State Government can impose significant fines for unauthorized construction. Project Delays: Authorities can halt construction until a permit is obtained, causing project delays and additional costs.
In severe cases, the government may order the demolition of an unauthorized structure.
ONLINE APPLICATION
VIA E-PPPS
Gather Required Documents: Prepare digital copies of architectural drawings, survey plan, structural drawings with engineer’s certification, title documents, tax clearances, and any project-specific documents.
Register on e-PPPS: Visit the Lagos State Electronic Physical Planning Permit System (e-PPPS) website (search for “Lagos e-PPPS”). Register for an account and familiarize yourself with the platform.
Initiate Application: Create a new application and carefully enter project details. Upload all the required documents in the designated sections. Ensure file sizes and formats meet the system’s requirements.
Screening Fee Payment: Pay the initial screening fee online using the available payment options. Once the fee is processed, your application will be reviewed for completeness.
Review and Correction: You may be notified if additional information or document revisions are needed. Address those and resubmit the application electronically.
Site Inspection and Approval: Upon successful review, a physical site inspection by Lagos State officials may be scheduled. Once approved, you’ll be notified to proceed with the remaining fees.
Final Payment and Permit Collection: Make the final processing fee payment online. After processing is complete, you’ll be notified to download a printable copy of your building permit and collect endorsed drawings from the designated office.
PHYSICAL SUBMISSION AT DISTRICT OFFICE
Document Preparation: Obtain physical copies of all required documents mentioned earlier. Ensure they are properly collated and presented in good condition.
Visit District Office: Locate the District Office serving your project area. Contact details for each district office can be found on the Lagos State Government website.
Application Submission: Present your documents and application form (available at the District Office) to the designated personnel. Pay the screening fee at the office.
Follow Up and Approval: The District Office will process your application and may request additional information or revisions. Similar to the online process, a site inspection will likely be scheduled. Upon approval, you’ll be notified to pay the remaining fees.
Permit Collection: Make the final processing fee payment at the District Office. Once processing is complete, collect your building permit and endorsed drawings.
