Report Of The IBADAN Chieftaincy Review Committee

The Ibadan Chieftaincy Review Committee was set up by the Olubadan of Ibadanland with the following membership:

Aremu (Mni) – Secretary/Member.

 

ASSIGNMENT

The assignment given to the committee is to recommend suitable reforms to the Olubadan Chieftaincy hierarchy to the stool of Olubadan.

 

RECOMMENDATIONS

After extensive reviews and deliberations on the existing conditions, the committee made the following recommendations/suggestions for your majesty’s consideration and approval for the review of the chieftaincy system in Ibadanland.

The eleven (11) High Chiefs who are members of the Olubadan in Council be elevated and approved as Beaded Crown wearing Obas, namely:- Otun Olubadan, Osi Olubadan, Ashipa Olubadan, Ekerin Olubadan, Ekarun Olubadan, Balogun, Otun Balogun, Osi Balogun, Ashipa Balogun, Ekerin Balogun, Ekarun Balogun.

Each of the eleven (11) High Chiefs in. the Olubadan in Council shall become a Beaded Crown-wearing Oba and shall be addressed as “His Royal Majesty” with the prefix “Oba” before his name in conjunction with his respective title e.g. “HRM Oba… Otun Olubadan of Ibadanlànd”.

The Olubadan of Ibadanland shall be addressed as “His Imperial Majesty”, the High Chiefs as “His Royal Majesty” to maintain their seniority over the Baales that would eventually be recommended for wearing coronet crowns and be addressed as “His Royal Highness”.

Consequent upon the above stated decision, the Olubadan of Ibadanland shall be addressed as “The Imperial Majesty, Olubadan of lbadanland”; the following Olubadan High Chiefs will now be known and addressed as follows:

HRM, Balogun of lbadanland, HRM, Otun Olubadan of Ibadanland, HRM, Otun Balogun of Ibadanland, HRM, Osi Olubadan of Ibadanland, HRM, Osi Balogun of Ibadanland, HRM, Ashipa Olubadan of Ibadanland, HRM, Ekarun Olubadan of Ibadanland, HRM, Ekarun Balogun of Ibadanland, HRM, Ashipa Balogun of Ibadanland, HRM, Ekerin Olubadan of Ibadanland, HRM, Ekerin Balogun of Ibadanland.

Each of the High Chiefs “HRM” will be entitled to wear his beaded crown except when visiting the Olubadan Palace or accompanying Olubadan to any function.

The High Chiefs will however still retain their position on the scalar chain of protocol to the Olubadan line.

The area of assignment of the High Chiefs would be the existing eleven (11) Local Government Traditional Councils as the Olubadan of Ibadanland shall be the Paramount Ruler of the entire Ibadanland.

All the High Chiefs elevated to the posilion of beaded crown wearing Obas, Baales elevated to coronet wearing Obas, other part II recognized chiefs, Mogajis and minor chiefs within Ibadanland shall be under the suzerainty and control of the Olubadan of Ibadanland.

The Olubadan of Ibadanland shall be the consenting authority for the appointment of the eleven (11) High Chiefs in the Olubadan in Council, all Part II recognized chiefs, Mogajis -and Baales elevated to. the status of coronet wearing Obas within Ibadanland.

The Olubadan of Ibadanland shall also be the Prescribed Authority for the appointment of all minor chiefs within Ibadanland.

Only a Beaded Crown Oba next in line of succession in the Olubadan in Council from either the Otun line or Balogun line as the case may be, shall be eligible to become the Olubadan of-Ibadanland.

The eleven (11) beaded crown Obas in addition to Iyalode of Ibadanland shall be the kingmakers of Olubadan.

That the eleven newly elevated Obas shall-retain and maintain the established rung of ladder to the position of Olubadan of Ibadanland.

There should be a code of conduct that should govern the relationship between the Olubadan and the High Chiefs (Olubadan in Council) after the elevation of the High Chiefs to the position of Beaded Crown wearing status in Ibadanland.

The Senior Chief Asaaju to Abese on both Balogun and Otun Olubadan Chieftaincy line should retain their status and rank as follows: Senior Chiel Abese Olubadan of Ibadanland, Senior Chief Abese Balogun of Ibadanland, Senior Chief Maye Olubadan of Ibadanland, Senior Chief Maye Balogun,of Ibadanland, Senior Chief Ekefa Olubadan of Ibadanland, Senior Chief Efefa Balogun of Ibadanland, Senior Chief Agbakin Olubadan of Ibadanland, Senior Chief Agbakin Balogun of Ibadanland, Senior Chief Alasa Olubadan of Ibadanland, Senior Chief Alasa Balogun of Ibadanland, Senior Chief Ikolaba Olubadan of Ibadanland, Senior Chief lkolaba Balogun of Ibadanland, Senior Chief Asaaju Olubadan of Ibadanland, Senior Chief Asaaju Balogun of Ibadanland.

All Senior Chiefs listed in paragraph 15 who are customarily senior to various Baales in Ibadanland should continue to maintain their seniorities in line with customary cherished seniority of the senior chiefs over the various Baales.

The titles/positions of Iyalaje Iyalode of Ibadanland and Balogun Iyalode of Ibadanland are hereby abolished.

The Seriki Chieftaincy line is hereby abolished.

 

ON ELEVATION OF ANCIENT BAALES WITHIN IBADANLAND &

BAALES AT OYO STATE BORDER SETTLEMENTS TO

CORONET CROWN WEARING OBAS

The committee hereby recommends that the Baales eariier elevated to Coronet-Crown wearing Obas by Oyo State Government in the less city should retain their position with the new titles stated at paragraph 4 below.

No newly elevated Baale shall add “land” to the name of his domain in his title because the “Olu” title and the suffix “land” are exciusively reserved for the Olubadan of Ibadanland.

The newly elevated Baales to the position of Coronet-Crown wearing Obas in the less city shall be under the suzerainty and control of the Olubadan of Ibadanland.

The Olubadan of Ibadanland shall be the consenting authority to  the appointrnent of Coronet-Crown wearing Obas listed below:

REFORM IN THE COMPOSITION OF MEMBERSHIP OF TRADITIONAL

COUNCILS WITHIN IBADANLAND

Oluyole Local Government

HRH, Alayunre of Idi Ayunre, HRH, Onilatunde of Latunde, HRH, Alaba of Abanla.

The membership of Traditional Councils across the eleven Local Governments in Ibadanland be increased from fifteen (15) to twenty-five (25) for the accommodation of chiefs from the Otun Olubadan, Balogun of Ibadanland and Iyalode of Ibadanland chieftaincy lines as members of Local Government Traditional councils and to- be well equipped financially.

The committee recommends that membership of each Local Government Traditional Council be increased from 15 to 25. The comnittee is therefore recommending the increase to his Imperial Majesty for consideration and approval in line with proposed composition as shown in Annexture A hereto attached.

It is also suggested that increase in allocation from the present 5% from Local Government allocation be made to boost the Traditional Council in each Local Government by State Government.

The composition of members already in the gazette should remain while new members are to be nominated by the Acting Chairman of the Traditional Council in each Local Government and recommended to his imperial majesty (Olubadan of Ibadanland) for his consideration and approval.

The following are some of the reasons for the reconstitution and extension of Local Government-Traditional Council:

The increase will enable government to reach more members at the grassroot politically, economically and efficiently.

It is expected to provide ease of administration of the government to get enough members to discharge their duties as traditional council members for the governmnent.

Some Baales in less city by their ancient history are supposed to be members of the Local Governmwent Traditional Council to formulate and discuss ideas of tradition in relation to their area and Ibadanland.

The increase in the number of the members of the Local Government Traditional Council will give the newly included members a sense of belonging to function traditionally.

Any High Chief designated as Acting Chairman of a particular Local Government by his Imperial Majesty shall along with designated Baales and other members Constitute Traditional Council for that Local Government.

 

ROPOSED AMENDMENTS OF THE CHIEFTAINCY DECLARATION

REGULATING SELECTION TO THE OLUBADAN OF IBADAN CHIEFTAINCY

The Chieftaincy Committee hereby proposes that the Olubadan Chieftaincy Declaration be amended in line with Annexture “B” attached herewith.

We therefore present the report and recommendation for your Imperial majesty’s consideration and approval after which same be forwarded to His Excellency, the Executive Governor of Oyo State for appropriate action.

PROPOSED AMENDMENTS TO IBADAN CHIEFTAINCY DECLARATION REGULATING

SELECTION TO THE OLUBADAN OF IBADAN CHIEFTAINCY AND RELATED MATTERS

Succession to the stool of the Olubadan shall be in strict rotation between the following major Chieftaincy lines: Otun Olubadan line and Balogun line.

The order of rotation in which the respectíve chieftaincy lines are entitled to provide candidates to fill successive vacancies in the chieftaincy shall be: (a) The Otun Olubadan Line (b) The Balogun Line.

Before a candidate could be appointed and installed as a Mogaji in Ibadan. He must necessarily satisfy the following conditions:

He must satisfy section 14(2) of the Chiefs Law. Cap. 28, laws of Oyo State, 2000.

He must have a family compound within Ibadan city.

He must produce evidence of family support.

No Mogaji should combine the position of Mogaji in the city with that of a bale in the village or vice versa.

There shall be 22 rungs on Otun Olubadanline and 23 rungs on Balogun line as clearly listed the table on page 8.

Provided that only the most senior beaded Crown Oba from the next line entitled to the throne of Olubadan on the rotational rung shall be eligible to become the Olubadan and that these eleven (11) Beaded Crown Obas, in addition to the Iyalode, shall be the kingmakers of Ibadanland.

The newly elevated Obas shall retain their titles of Otun Olubadan, Osi Olubadan, Balogun, Otun Balogun e.t.c.and shall in addition to wearing a beaded crown, use the title of “Oba” as a prefix to their names in conjunction with their tilles of Otun Olubadan, Osi Olubadan, Balogun, Otun Balogun etc

and shall be addressed as “His Royal Majesty” with the prefix ‘Oba’ before their respective names in conjunction with respective titles.

The Olubadan shall be addressed as “His Imperial Majesty”, the newly elevated Obas shall be addressed as “His Royal Majesty” to maintain their seniority.

The area of assignment of the eleven Beaded Crown Obas would be the existing eleven (11) Local Government Traditional Councils.

There shall be a Code of Conduct to be observed by every member of the Olubadan in Council. Non-compliance with the stipulated code of conduct shall result in the ineligibility of the concerned Obas/Chief(s) for further elevation in the Olubadan chieftaincy ranking nor shall he be qualified to be appointed Olubadan of Ibadanland.

Where any of the ranking beaded crown wearing Obas comes from any of the recognized lbadan families producing Mogajis, it is noted that the wearing of the beaded crown is only attached to the title of the ranking Oba and does not inure to his family.

The person who may be proposed as candidate by the line whose turn it is to fill a vacancy in the Office of Olubadan shall be the most senior Oba in that line.

Provided that the most senior Oba in that line may be superseded by the next Oba if such senior Oba entitled to the throne is found to be disqualified as a candidate under the provisions of section 14 (2) of the Chiefs Law, CAP 28 Laws of Oyo State 2000.

The method of selection is as follows: the line whose turn it is to present a candidate shall nominate a candidate for the chieftaincy at a meeting of the kingmakers to be summoned by the most senior chief of the chieftaincy line not presenting the candidate.

The kingmakers shall if satisfied as to the candidate’s right of succession declare him appointed. Provided that should a dispute arise among the line presenting the candidate the majority decision of the kingmakers shall be final.
