The Lagos State Government through the Lagos State Physical Planning Permit Authority and Lagos State Building Control Agency have been working tirelessly to ensure that real estate business in Lagos blossoms. There have been several government interventions to ensure the ease of doing business among practitioners.
There have been complaints in the past over the hostility of the state government to the real estate sector. Practitioners in the sector have criticized the government on some policies and actions that have cost them some billions of naira. Estates have been demolished, several houses have also been brought down by the Lagos State government through this exercise.
The LASPPPA General Manager, Tpl Kehinde Osinaike has done a lot in the last few years as the General Manager of the Lagos State Physical Planning Permit Authority (LASPPPA) to further improve the agency through time to time sensitization, awareness and introduction of new policies to further reduce the stress being encountered by the players/practitioners in the sector.
A few months back, the Lagos State Government introduced Electronic Physical Planning Permit System to allow building approval to be obtained in just 10 minutes.

But the Lagos State government has further introduced the quicker period and it’s now 10 minutes. This was made known a few months back. According to a Lagos State government official, “The Lagos State Government is poised to revolutionise the planning approval process with the introduction of an Electronic Physical Planning Permit Process System. The innovative system will enable building approval to be obtained in 10 minutes, ensuring a seamless and efficient process for stakeholders.”
All these steps are being taken to further ease the tension and stress in the real estate sector.
In a bid to make life easier for every builder and practitioner in the built sector in Lagos, 2 months ago, the Lagos State through the office of GM, LASPPPA, gave a 90-day amnesty period, for house owners and developers within the state to obtain the requisite building permits for their property.
The general manager of LASPPPA, Kehinde Osinaike, confirmed the compliance at a campaign embarked upon by officials across the state to further educate the public on the need to obtain their building permits.
“I can say that we have witnessed an impressive level of compliance from building owners since the programme started on May 2,” he said.
Mr Osinaike, also a town planner, commended Lagos residents who had approached the authority to regularise their physical planning approvals since the opening of the amnesty window.
“However, so many people who are yet to take advantage of this opportunity can still do” he said.
Mr Osinaike said the amnesty window was to ensure that buildings would be constructed correctly and that necessary fees for physical planning purposes would be paid to the government. Some of these recent government intervention have been commended by the players in the sector and have drastically reduced tensions and worries among the players
In the same vein, the General Manager, Arc Gbolahan Oki has also been doing well by carrying professionals and artisans in the built sector along in most of the government policies and steps. That is why the Lagos State through LASBCA set up another body called Certified Accreditors Programme (CAP).
The Certified Accredited Programme (CAP) is designed to engage Consultants who will act as Certified Accreditors in the built environment to complement the activities of Government Officials in screening of Drawings, Stage Inspections and monitoring activities for compliance with the Lagos State Building Control Regulations in line with Government policy of making Lagos sustainable, resilient and attractive to businesses through Physical Planning and Urban Development.
The agency has also been organising various programmes to sensitize the public on why LASBCA is important at various stages of their projects.
Arc Oki, in a programme last month, emphasized the need for collaboration between the private sector and the government. That is why the government organises public engagement to resolve some issues related to building construction in Lagos.
Some of their functions include: Building control in all its ramifications. Approval to commence construction after obtaining development permit.
Inspection and certification of various stages of building construction.Verification of your General Contractor’ All Risk and Building Insurance Policy. Issuance of certificate of completion of building construction and fitness for habitation.
Identification and removal of distressed and non-conforming buildings. Public Health control in Buildings. Identification and removal of distressed buildings.
